Oracle reclaims instances if 95th-percentile utilization across CPU, network, AND memory is below 20% over 7 rolling days. To minimize server load, DevHub executes randomized periodic runs (~4 mins every ~50 mins, ~6.5% duty cycle) targeting ~21.5% CPU and maintains RAM just above 20% (~21.5%) with automatic regulation.
